Power zones vs HR zones

I have noticed that when I’m doing indoor a tempo workouts (power zone 3), my HR-zone is mostly in HR zone 2. Only if I do a longer power Z3 workout (>1 hour), the HR goes up to zone 3.

Maybe my FTP is incorrect, but the eFTP is almost same as FTP.
I also think my LT-HR value is quite correct. Maybe only a few beats off.

I’m not sure if this is important, but little confusing. Especially when I doing endurance workouts where I want to be in HR zone 2, and my power goes up to Z3.
