I have noticed that the training intensity for heart rate is being calculated based on the maximum heart rate and not on the lactate threshold, as is the case with power and pace.

I think that working on the maximum, if it is well measured, is a good solution. Anyway, you can edit those zones and customise them as you wish.
What I would like is for it to match the intensities of Z2.
Z2 Power = 75%
Z2 HR = 75%
Z2 Pace = 75%
@jjsalinero mentions you can edit the zone ranges, which will solve your query.
But, if you use Z2 HR in the workout builder, it’s going to show the range from lower to upper, eg. 115-139 in the example showing below; it’s a range for a reason.
