I don’t know exactly if it’s a bug or not. the activity is listed as received from strava, but it’s on Garmin’s side as well. i always upload to both directly from zwift.
it didn’t recognized the intervals, not even merging the spikes as part of a bigger one. I had to use the laps fiction and cleaned the rest periods manually.
in fact, it did get two of them… random ones.
Garmin syncing only works if the activity is recorded with a Garmin device, and not with 3rd party apps (Zwift).

oh my, sorry, I didn’t understand what was the change.
only thing I know is that the intervals detection used to work until last week, saving the session like I described and now it didn’t for this activity. all this is very recent compared to the you shared above.
