Adding, for example, 8 over/unders quickly becomes tedious.

Intervals.icu already supports using laps from the workout file. If this is a planned workout, chances are that you can just use the intervals directly.
I never do workouts on my headunit so there are no laps to use. Maybe i’m hopelessly old-fashioned that use a gymboss timer for all my structured workouts.
You can generate intervals. Click the header of any interval to bring up the editing toolbar, then choose split:
You live and learn, didn’t know about that function. Not exactly what i was looking for but i can certainly work with it (In my example; create a 24 minute block, split into 24 1-minute blocks, remove block 2, 5, 8, etc. and then lengthen block 1, 4, 7, etc.).
The way i did envision it when i created the post was something more akin to the workout editor but the above workflow should work. All my workouts are pretty simple, but manually adding 16 blocks and copy-pasting starting times and durations (like in the example) was kind of tedious.
