I’ve noticed that W’ is not showing for any of my rides. If I manually select a value by clicking on the W’ ‘pen’ upper right, then I get W’ bal.
On checking my settings, W’ is set.
Why might this be?

Do you mean the value in the summary (which is just the setting), or do you mean that the plot isn’t showing?
If your activity has no Power stream or the settings for FTP and Power zones are not complete, it will not show.
Clarifying question: if I open a ride and click to edit the W’, does that also change the W’ in settings?
AFAICT, Anything that is changed in an activity, will be a “moving forward” thing. To be used from that point onwards.
Settings is more like a “if no other value available, use this”
No, you must change it, manually, in the settings.

I saw on another thread that W’ gets set automatically, but here it wasn’t. Is there anything I need to do to enable it?
Automatic, i believe is in the Todo list. which thread was that?
When you change a setting, it is applied with a date-time stamp and takes effect on future activities.
If you want to set it for former activities, you can do that on the Activity List View, filtered for Activity type, Date Range,…
