What you can do is post screenshots/mockups for proposed improvements/changes, with CSS if that is do-able. I have implemented changes in this way in the past.
Following @Pauli_Jones, as a frontend dev I’ve wished to contribute in a way. I know that Intervals is proprietary software and has no open source projects (aside from i18n), but if you were ever interested in finding OS contributors, I would be interested in doing so.
