My bad. I was looking at your chart and thinking it was the chart I had loaded called “L/R Torque effectiveness vs, Power.” which shows the same fractions without an explanation for the bottom number. That chart also says the vertical axis is a percentage and the horizontal is watts.
In some reading I found reference to the fact that all power pedals do not measure all of this. Seems to be a more recent development.
I also ran across this which addresses what many of us would be using this information for:

So, I’m still confused about that chart too.
The answer to the pedal stroke is “you shouldn’t think about your pedal stroke.” If it’s not good, it’s probably fit or some sort of balance or physical issue.
It didn’t really go into how much cadence drills would help if you were dialed on position. But I agree with the “you can’t think yourself into a smooth pedal stroke.” As soon as you are at the limit, you will revert back.
So having a good way to analyze your pedal torque could be a way to analyze change in position or training, to see if you are actually making a difference?
Sounds like a good approach. He alludes to a lot of nuances, one of which you brought up and I had missed which is Training. Positioning which he does talk about, seat height, affects hip rotation which in turn affects the angles of the knees at different points in the rotation which in turn affects the power applied to the pedal and the stress on the knees of course. What also affects that same process is training for core strength, one of many. A strong core stabilizes our body, maintains our posture, and allows strength to be efficiently transmitted to the pedals. Lots of nuances.
That training in core strength also has other effects of where our resources are being used. Are our shoulders, hands, and back tight or relaxed? Personally, with a strong core I can be very relaxed and let the bike move freely and easily beneath me allowing easy steering and quick adaptations to terrain rather than be a rigid statue at one with the bike (not good). Anyway, I digress. I MTB. Roads around me are too dangerous for my liking.
These metrics bring my attention to ways in which I can improve my pedal stroke, which as you say is not by trying to change the stroke directly, but by identifying it as a symptom of something greater. A bizarre thought. And whoever thought all cyclists do is “just ride a bicycle.”
agree to @fabric5000 that attempting to smooth pedal stroke is not the single best idea.
Anyway, re to my previous post here
it remains unclear what the two numbers mean. Or actually the 2nd number that comes with “smoothness”.
Maybe @Luisma_Gallego_Soy_P can elucidate to that and also to the follow-up question.

Don’t know for other brands but for Garmin Edge 840 I had to go into the sensor details (Favero duo in my case) and enable the Cycling Dynamics streams.

It should appear on Wahoo, I can see the values of several athletes with Wahoo.
it is powermeter dependent. if the powermeter does not output the values on the fit file.
some powermeter require a license in order to get pedal smoothness.
i tested this by subscribing to a power2max trial and i could see the graphics during 30h.
after i had ridden the 30 hours, the graph broke again.
my quarq red, does not output this value on the fit file so i get an error.
