I sync my weight from Strava (which get it from my Withings scale). I noticed that on the days I don’t do a workout my weight doesn’t sync. Is that by design?

Yes unfortunately it only syncs when a new activity loads to save Strava rate limit. And Strava doesn’t provide history of weight via their API.
If you can get your scale to sync to Apple health you can use the HealthFit app to get it into Intervals.icu. Or sync to Google Fit and use the Google Fit integration.
