Seems to be relatively recently, the weekly totals are only showing on top even when the setting to do so is off.
If this is an intentional reworking of the page, I guess the bug is that the checkbox for the option still exists 
Appears to be working as expected now. I’m thinking it was due to the size of my browser window last I loaded up the site.
Yes if you are on a “tablet” size screen (or window) then it automatically switches them to make space.
