After doing a clean up and re-importing all data from Strava, the system detects a new season best power on every ride, even if this is not the case for that particular time period.
If anyone else sees this, there appears to be a problem with the data processing on import. If you get all the data in, then go to Activities, Select All (ensure you have the right date range) then under edit click on Reprocess Original Files, this seems to fix it.

Thanks for posting the workaround. I need to figure out how to fix this automatically. It is tricky with things downloading at different times etc…
