Pool swim rest periods not taken into account

I would like to have my rest and recovery periods during my swim session accounted for in heart rate based training load/duration.
I register my pool swims with the rests between intervals auto-detected using Garmin Fenix 6s.
However, the heart rate and thus training load during rests are not taken into account in the moving time duration.
That is odd, as the heart rate during recovery/rest periods in bike and run intervals are taken into account.
Why is this? Can I or this be corrected in someway?

I confirm the same behavior takes place with activities recorded with my Polar Vantage watch. However the effect may not be the same, as in my case the resting time adds up to the interval, which messes up its pace.
@david do you think this is something you could deal with? Thanks in advance!

Using pace is likely more useful than HR for swimming load.

e: I realize it isn’t what you asked for. But just wanted to give an alternative that works for me.
