How short is short?
E.g. - my 20m “best” is 177bpm - my 60m “best” is 160bpm (never did 60m flat out)
Would you recommend going for 177*0,98 and set LTHR to 173?

I would go with 173 unless there was some other reason for high HR (thirsty, hot etc.).
