Not yet. But creation of plans is on the todo list for “soon”:

Unfortunately Intervals.icu doesn’t have plans yet. There is an API that someone with some coding skill could use to create plans but no direct spreadsheet import. I am busy finishing off uploading workouts to Garmin Connect (just waiting for production approval from Garmin), then need to do some smaller things but after that plans are likely the next thing.
