On the Athletes page Compliance tab, I have only a few athletes names showing and many are blank.
It seems to have the rows for everyone but without some of the names it’s very tricky to track.

Could you please message me a screenshot. It looks ok to me. There is a row per sport per athlete and the athlete name is only listed on their first sport.
