If there is more than one workout, Power / Hr Z2 is not displayed on your Custom charts.
If there is more than one activity it uses the one with highest number. However there is additional filtering in that only activities with at least 10 minutes of good “power vs HR in HR Z2” points are included. So for example this one (Vo2 max intervals) is not counted because there are only 4 minutes of good Z2 data:
